Markings are lost on knive but this is most certainly American from roughly the late 19th to early 20th C. Handles are marked Sterling SCM with arrow which is the mark of the Schmitz Moore & Co. of Newark NJ and were active C 1915-20, it is possible that this was re-handled with the Schmitz Moore & Co. handles after manufacture but likely these were made with this handle.
Blade is 8.5” from tip to handle and has a nice long swedge ground along the entire spine, it has seen some rust leaving some light pits and there are some light grind scratches as well. Fork tines are straight and guard is nice and springy. Handles have some small dings and scuffs but are tight and secure.
